The Mother of 
Environmental Justice 


Born January 25, 1935 in New Orleans, Hazel transformed personal tragedy into a lifelong mission to protect the health and dignity of marginalized communities. 

After losing her husband to lung cancer and witnessing alarming rates of illness in her neighborhood of Altgeld Gardens on Chicago’s South Side, she began investigating the toxic conditions surrounding her community. 

She discovered that Altgeld Gardens, her family and neighbours were encircled by landfills, factories, and sewage plants. 

It was a “Toxic Doughnut” of pollution. 

Outraged but undeterred, she founded People for Community Recovery in 1979, empowering residents to demand clean air, safe water, and accountability from industries and government. 

By doing so she mobilized neighbors to fight environmental racism long before the term was widely known.



Her advocacy reached the national stage when she spoke at the First National People of Color Environmental Leadership Summit in 1991, helping to shape the principles of environmental justice that guide policy to this day .

Her work helped inspire President Clinton’s 1994 Executive Order on Environmental Justice.

She trained and inspired a new generation of activists to link environmental health with civil rights.


Hazel’s life reminds us that justice truly begins at home—in the air we breathe, the water we drink, and the soil beneath our feet. She showed that one determined voice, rooted in love for community, can echo across the nation.

Her passing on January 12, 2011 was a loss, but her vision lives on in every fight for clean, safe, and equitable environments.
